ARCHITECTURAL & DESIGN REVIEW COMMITTEE MINUTES
December 12, 2008, 5:45 p.m.

  • Appl 08-49P, Burnham Brook Stables – request for a special exception to 7.12.2 and site plan approval for the construction of a barn to allow for boarding of horses and training under the Commercial Animal Agriculture regulation on property located in the easterly side of Main Street, northerly of the East Hartford town line (38 Main Street), RR zone
Ken Pudeler of Pudeler Engineering represented the applicants.  They are proposing to construct a 90 X 200 ft indoor riding ring along with a 24 stall horse barn.  The applicant intends to train horses – this will not be a facility opened to the public.  Occasionally one-on-one training will take place on the site.

The bulk of the site sits within the 100 year floodplain. The structure where the horses will be kept is proposed to have a finish floor elevation 1 foot above the 100 year flood elevation.  There will be ramps that come up to the doors of the buildings.  There will be a bedding bin and a manure bin on the back side of the barn.  They are proposed to be a three sided structure with a concrete floor and a tarp cover.

The primary drive to the site will be along the northern property line.  A row of plantings are proposed on the westerly side of the building to provide some break up of the building.  The building is proposed to be a metal building, cream of light color with brown or charcoal color roof and trim.  The only lighting proposed is full cut off light over the bran doors.

The Committee discussed the application.  They had the following comments/concerns:
  • The fenced areas should be clarified on the plans and the fence materials should be indicated on the plans;
  • Paved apron should be added to the entrance at Main Street;
  • Size and number of arborvitaes should be indicted on the plans
